That phrase is a legend. It goes like this: if the groundhog sees its shadow at the beginning of February (February 2nd Groundhog day) it means there will be wintry weather for the next 6 weeks or rather till spring. If it doesnt see it's shadow, it then means that a fairer (warmer) weather is on the way.

It's a tradition that goes back years and this year was the 134th groundhog day.
